The Foley City Council will meet in a joint regular/work session on Jan. 3 at city hall at 4 p.m. During the meeting the council will:
Have a public hearing and second reading to consider amendment for an ordinance change for the initial zoning of property owned by Keystone Development to planned unit development. The 121-acre parcel is located south of U.S. 98 and west of Venice Boulevard and developers are seeking to build a 174-lot subdivision. The property was annexed into the city in November of 2021 and the PUD was unanimously approved by the planning commission on Nov. 9.
Discuss applying for an Alabama Coastal Area Management Program grant for the Beulah Heights Stormwater Management Plan in the amount of $50,000. It will require a $50,000 match from the city if the grant is approved.
Have an introduction and public hearing on an ordinance change to rezone property owned by Chris and Phil Johnson from residential single family to PUD. The two-acre parcel is located north of Azalea Avenue and west of South Juniper Street. The planned development would be called The Commons on the Coast and consist of 11 cottages. The project received a unanimous recommendation to proceed from the planning commission on Dec. 14. The council will also set a date for a second public hearing if it is not voted on in the Jan. 3 meeting.
Discuss an ordinance to update the city fire codes to the standards of the 2021 International Fire Code.
Discuss a special event liquor license for The Bohemian at OWA Parks & Resort. It would be used for groups using the area wanting alcohol service from the resort.
Waiving fees for Heritage Park for the Women’s Care Medical Center in Robertsdale to host a Walk for Life Walk-a-thon on April 15 from 7:30-10 a.m.
Consider moving $2,600 from the Beautification Board’s landscaping budget to the New Flag Pole Project for a paver project.
Discuss a resolution amending the pay classification plan and allowing fund transfers for a new Land Development Manager which was initially budgeted for the Engineering Department. The resolution will move the position to the Infrastructure and Development Department. Another part of the same resolution will convert a vacant Parks Department position from maintenance worker II to maintenance worker III.
Discuss a resolution to purchase equipment for the Parks and Recreation Department for a front mount mower for $40,360, a zero-turn mower for about $13,700 and fertilizer spreader for $5,501.
Discuss a resolution to hire Volkert for professional services to construct access taxi lanes and an eight-unit hangar at the city airport at a cost of $255,800.
Consider a resolution approving the survey proposal for the Wilson property from Engineering Design Group for $1,800. This is to provide clarification to correct the deed for the purchase of the property adjacent to the city’s horse arena.
Discuss a resolution to accept a donation of about 79 acres of mostly wetlands from the Roberts Cove subdivision and adjacent to the Graham Creek Nature Preserve. It is currently owned by Forestar Real Estate Group based in Delaware.
Discuss setting a public hearing to declare weeds and debris at 708 E. Myrtle a nuisance and ordering its abatement.
Consider a proposal from Sawgrass Consulting for professional services for improvements on Philomene Holmes Boulevard at a cost of $233,925.
Discuss updating the “eligibility guidelines for reduced rates” for the civic center auditorium and council chambers. The reduced rates apply to schools within the Foley High School feeder pattern, 501(c) organizations, government agencies and the city of Foley.
