The Gulf Shores City Council Work Session meeting, also known as a Committee of the Whole meeting, will be held Monday, February 6, at 4 p.m. in the City Hall Council Chambers located at 1905 West 1st Street.

This meeting is open to public attendance. Questions and comments will be taken in person at the meeting. Meetings will also be streamed live via Facebook for viewing only.Please see the following overview of noteworthy agenda items that will be discussed during the work session below. Councilman Discussion Period – Councilman Steve Jones

  • During this time, a Councilmember can bring forward any topic he would like to discuss with other Council members and the public.
City Clerk

  • The following entities have applied for an ABC License: Waves Grocery, LLC. - Notice of a Public Hearing has been advertised setting the date of Monday, February 13, 2023 at 4:00 p.m., during the Regular Council Meeting, for the Council to conduct a public hearing and vote on the following application for  Waves Grocery 050 - Retail Beer (Off Premises Only), 070 - Retail Table Wine (Off Premises Only) and Waves Grocery & Package 011- Lounge Retail Liquor - Class II (Package).
Engineering

Bi-annual ALDOT bridge inspection - Select Volkert, Inc. from ALDOT’s Prequalified Engineers list and accept their proposal to provide bridge inspection services related to perform bridge inspections in an amount not to exceed $12,892.32.    

Award Construction and Demolition (C&D) Bid - The C&D franchises are typically for a term of five years.  The proposed franchise terms for Iron City Dumpsters will begin upon the fully executed franchise agreement and end December 31, 2025.  Engineering has reviewed the proposed request and are not aware of any known problems relating to the service provided by either company.

Finance and Administrative Services

  • 2023 Budget Amendment 1: Increase General fund revenues $150,000 for Opioid Settlement funds to offset adjustments for items ordered in 2022, but won’t be received until 2023.  Increase Recreation Impact fees for items ordered in 2022, but not received until 2023.   Increase Beach Parking Revenue to offset Police and signage expense related to additional parking and increase in fees. Reduce taxable borrowed funds for Pedestrian Bridge to offset Fort Morgan signal mast arm expense.
Fire Department

  • Award Bid - Beach Rescue budget $45,000 to replace the two jet ski’s used for water rescue in the 2023 budget. Gulf Shores Power Sports was the only bid received and is within the budgeted amount. RECOMMENDATION:  Approval of bid in the amount of $32,392.00.
Police Department

  • During certain events, including but not limited to Hangout Music Fest and Spring Break, GSPD is assisted by Deputies from the Baldwin County Sheriff's Department. In the past, arrests made by the Deputies were placed in the county court system creating logistical challenges for both agencies. This agreement allows the prosecution of local cases made by deputies to be handled in Gulf Shores Municipal Court.  Both Baldwin County Sheriff Huey Hoss Mack and Magistrate Ken McKenzie agree that this is beneficial to all involved including the City of Gulf Shores, GSPD and even the defendants.
Recreation and Cultural Affairs Department

  • Public Assembly Permit Application – Coastal Alabama Food Truck and Craft Beer Festival November 4-5, 2023
