The Foley City Council will meet in a joint regular/work session on Feb. 6 at 4 p.m. at city hall. During the meeting, the council will:
Have a public hearing to considering an ordinance to rezone property owned by Kaymac and Chris and Phil Johnson from single-family to planned unit development. The 1.08-acre lot is located on the north side of East Azalea in between South Bay Street and South Juniper Street. There will also be a second reading of the ordinance change.
Read two proclamations, one declaring Feb. 25 as Arbor Day in Foley and a second to declare February as National Parent Leadership Month.
Accept Arbor Day book donations from Foley’s Beautification Board. Each of the books has a tree theme and they will be given to the Foley Library as well as school libraries.

Have an introduction and first reading on an ordinance to annex property owned by Christopher and Kellie Thornton. The 1.14-acre property is divided into two lots located on the south side of Miflin Road near Glen Lakes Golf Club. The Thorntons will have to go before the planning commission for initial zoning of the two lots.
Hear a second reading of an ordinance to declare property owned by the city as surplus and no longer needed. The four-acre parcel is on the east side of the Foley Beach Express in the city industrial park and the city is seeking $206,224 and will also have to pay $2,000 for closing.
Hear a request for a liquor license for Southern Shores Coffee located in the old Foley Onlooker office building.
Consider accepting a land donation from Forestar Real Estate Group of about 79 acres near the Roberts Cove development and west of the Graham Creek Nature Preserve. An agenda item says the property is worth $1.4 million.
Consider a resolution to allow Jehovah Witnesses to display Bible literature at Heritage Park on Fridays and Saturdays through July 1. There will be two mobile carts in the park with the literature on those days.
Considering reappointing Diane Bunch to the Revitalization and Beautification Advisory Board. Her term ends on Feb. 24 and she wishes to serve another term through Feb. 26, 2026.
Hear a request waiving fees for the Horse Arena for the Jennifer Claire Moore Foundation Annual Rodeo and Queen Horsemanship Competition. The horsemanship competition will be on June 15 with a rain date of June 22 and the rodeo is planned for July 31-Aug. 7. The group will get in three days of rodeo activities during this week with planned rain dates built in.
Consider approving two applications for grants, from the Alabama Historical Commission to reprint “Foley on Foot” brochures for $5,000 with the grant covering $3,000 and the city match is $2,000. The second grant is for staff to attend the National Alliance of Preservation Commissions training in July of 2024 at a cost of $10,000. The grant will cover $6,000 and the city’s portion will be $4,000.
Consider buying two zero-turn mowers with 72-inch decks for the Street Department for $74,372.
Consider buying a Massey Ferguson tractor for $70,174 for the Street Department from Cobentz Equipment and Parts. The 130-hp tractor will replace a 2016 John Deere.
Hear a resolution accepting costs for weed abatement at 510 E. Myrtle Ave at a cost of $272.
Consider a resolution awarding a contract to Alescia Forland to operate the Foley Farmers and Fishermen’s Market at a cost of $26,250. The contract was up for renewal in October and the new one contains a clause that renews it every year if the council budgets the money for the position. The city has the right to terminate the contract at any time.
Consider approval of an application for a Rebuild Alabama grant in the amount of $250,000. It would fund a project to resurface S. Alston Street from West Azalea to West Rose. The total project is expected to cost $300,000 and the city will cover the other $50,000.
Consider amending the Pay Classification Plan for multiple departments including, Municipal Complex, the fire department, Environmental and Sports Tourism.
Hear a proposal from Sawgrass Consulting on preparing for pickleball courts, parking and access road near the Coastal Alabama Farmers and Fishermen’s Market at a cost of $109,285 and includes the cost of construction administration.
Consider a resolution for a joint agreement to seek a grant from Alabama Department of Environmental for the Baldwin County Material Recovery Facility in the amount of $350,000. Foley will join Gulf Shores and Orange Beach to apply for the grant with Gulf Shores being the lead applicant.
Hear a proposal to approve a one day members only Pop Up Local Arts and Crafts Show in the alley behind the Foley Arts Center and the Foley Coffee Shop on Feb. 18 from 9 a.m.-3 p.m.
Consider buying a zero-turn mower for the Horticulture Department for $7,649 to help with mowing at the farmers market, Rose Trail and the new Pine Street Park. If passed, the purchase will be made from Dutchman’s Lawn and Garden in Foley.
Hear a proposal on accepting the Capstone Engineering Group’s for $15,000 to help in applying for a RAISE grant or Rebuilding American Infrastructure with Sustainability and Equity. The money would be used to help with improvements along State Route 59 and U.S. 98 called the Gateway Project.
Hear a request to approve transferring $15,000 from the IT Department’s general equipment maintenance account to the capital purchase account.
Consider a resolution to authorize issuing general obligation warrants for 2023.
